Environment Mitigation polygon dataset

Under the Melbourne Strategic Assessment program, liabilities are calculated through the use of the `Environment Mitigation Dataset'. This dataset is made up of two sub-sets, the `Environment Mitigation Polygon Dataset' (this dataset) and the `Environment Mitigation Point Dataset'. The `Environment Mitigation Polygon Dataset' (this dataset) provides the habitat areas across the levy area, while the `Environment Mitigation Point Dataset' provides the point data for scattered trees.
Liability is based on the hectares of habitat and the price for that habitat type, and the number of scattered tree location and the price for a scattered tree location. A parcel of land, or other area for which a liability is imposed, may have a liability imposed based on the coverage over that land of one or more of the following:
> Native vegetation area
> Matted Flax-lily habitat area
> Spiny Rice-flower habitat area
> Golden Sun Moth habitat area
> Growling Grass Frog habitat area
> Southern Brown Bandicoot habitat area
> Scattered tree location
Each of these are represented in the `Environment Mitigation Dataset', with the polygons for each represented in this sub-dataset.

- Source datasets were overlaid with each other using ArcGIS geoprocessing tools to form a composite layer of values for determining the environment mitigation requirements. Each of these environment mitigation requirements represented in this dataset are based on the specifications outlined in the BCS for each growth corridor. Exclusions: Man-made features (i.e. road extents, driveways and other built infrastructure) and waterbodies (* see note) have been taken into consideration when calculating the extent of environment mitigation requirements. Road extents were determined using VICMAP.TR_ROAD dataset buffered from a minimum estimated width from the centreline (see time stamping data for details), while driveways, other built infrastructure and waterbodies (*see note below) were largely determined using Air Photo Interpretation where on-ground surveys have not been undertaken. *Waterbodies are treated differently to their used in the time stamping process, as removal of waterbodies may incur a environment mitigation requirement where it corresponds to Growling Grass Frog habitat area, consistent with the Sub-Regional Species Strategy.
